The US and Ukraine, who are involved in the conflict, are not signatories to the ICC, and neither are Russia, China, India, Turkey, etc. Meanwhile, war criminals like George W Bush, Tony Blair, John Howard, and Jose Maria Aznar have yet to be indicted for their crimes.
